As part of Maynilad Water Services, Inc.’s program to reduce water losses in the central part of Metro Manila and reallocate reserved water to downstream areas, a new reservoir and pump station was planned to reinforce the Pasay Pump Station & Reservoir—the PAGCOR Pump Station & Reservoir. Located inside the PAGCOR Manila Bay Reclamation Area, these facilities were aimed at increasing the capability of Maynilad in meeting the water supply requirements of the south service area comprised of Parañaque, Las Piñas, Muntinlupa, and a portion of Cavite.

Commissioned by Maynilad, DCCD was tasked to prepare the detailed engineering plans and bid documents required for the pump station and reservoir as well as the 8-km long ductile iron and steel pipelines with sizes from 700 mm to 1800 mm. With engineering services for the project completed in 2009, the PAGCOR Reservoir, at a height of 26 m, was considered to be the largest triangle reservoir in the country.
