MICHAEL ROBERTO P. REYES held the position of Chairman of the Board of Directors a few years before becoming President and COO of DCCD in 2007. He joined the firm in 1995 and quickly rose to project engineer and coordinator for a number of prominent infrastructure projects. He earned his BS in Civil Engineering from the University of the Philippines in 1996. With a passion for advocacies in the construction industry, he is a staunch supporter of sustainability and the practice of green building and was a former director of the Philippine Green Building Council (PhilGBC). Currently, he is a director of the Council of Engineering Consultants of the Philippines (CECOPHIL), an organization of the country’s top consulting firms representing the Philippines in international organizations. He is also a board member of the Philippine Overseas Construction Board (POCB) of the Construction Industry Authority of the Philippines (CIAP).
ROGELIO F. FORNAL is a licensed civil engineer by profession and is currently the Officer in Charge of the Construction Management Division of the firm. His significant project accomplishments are the 28-hectare, 5 billion Nestle Coffeemate Plant Factory (Project Frontier) located in Tanauan, Batangas, and recently, the Okada Manila Bay Resort in Pasay City, managing the C/S Contract Package (glass dome and crystal corridors) as well as MEPF Contract Packages. On scholarship, he earned his BS in Civil Engineering from the Technological Institute of the Philippines, Manila in 1990. He has over two decades of experience in project and construction management, encompassing complex engineering designs in vertical, horizontal, and mixed-use developments.
JOSE ANTONIO V. LUCES is a registered Architect and a member of the United Architects of the Philippines. Having graduated with a BS in Architecture from Bicol University in Legaspi City in 1991, he entered the company 10 years later in 2001 under the Construction Management Division as the Construction Manager for various commercial and institutional building projects.
RICARDO A. TABUJARA III earned his BS in Civil Engineering from the University of the Philippines in 1983, and his MS in Civil Engineering from the University of Illinois in 1989. After gaining experience locally and in the US, he joined DCCD in 1994 and has since been involved in various projects as a structural engineer and project manager. He is currently Corporate Secretary and is a member of the Board of Directors. In addition, he is also the Assistant Vice President and Assistant Chief Engineer of the SEMP Division, heading the Structural Engineering Department.
WILLIAM W. YANG graduated from the University of the Philippines in 1968 with a bachelor’s degree in electrical engineering, and has 49 years of experience in his chosen profession. He is actively involved with the Institute of Integrated Electrical Engineers of the Philippines, Inc. (IIEE), the national organization of electrical practitioners duly accredited by the Professional Regulation Commission. Since 2004, he has served as Corporate Treasurer and Chief Financial Officer of the firm, responsible for its accounting and treasury functions. Prior to being Corporate Treasurer and CFO, he has also served as Board Director, Vice President, and Chief Engineer of the Electrical Engineering Division.
ERIC R. RUIZ has been with the company for more than four decades. He served as Chairman from 2003 to 2004, Executive Vice President from 1991 to 2001, and Corporate Secretary/Treasurer from 1987 to 1991. He also served as President of the Council of Engineering Consultants of the Philippines (CECOPHIL) from 2002 to 2003. He received his Master of Science in Engineering, major in Structures in 1975, and his MBA in 1980 both from the University of the Philippines, Diliman. As a Project Manager, he handles notable projects—the Metro Manila Skyway Stage 3, the Urgent Infrastructure Development Project (UIDP) of the Department of Public Works and Highways (DPWH), and the Urgent Bridges Construction Project for the Rural Development of DPWH. Currently, he is a member of the Board of Directors and Audit Committee.
EDITHA B. JUINIO-ATIENZA graduated with a degree in civil engineering from the University of the Philippines in 1975. She earned her MS Civil Engineering degree from Colorado State University in 1979, and her MBA from the University of the Philippines in 1987. She joined DCCD in 1975 and has had extensive experience as an engineer in Water Resources, Water Supply, Sewage, Hydraulics, and Hydrology. She has been involved with the planning, development, and design of various water supply, sewerage and sanitation, water resources, and drainage projects, as well as flood and hydrologic studies for cities/municipalities as well as residential and commercial projects. She is currently the Assistant Vice President and Assistant Chief Engineer of the Environmental Engineering Division, as well as a member of the Board of Directors and Audit Committee.
LUZ CORAZON R. ROQUE has been Director of the firm since 2013. She graduated with a BS in Industrial Engineering and a Bachelor of Music degree from the University of the Philippines, Diliman. Currently, she is President of two private real estate leasing companies.
HARRY G. KONG has over 35 years of work experience since graduating from the University of San Carlos (Cebu City) in 1971 with a BS in Electrical Engineering. He later took up his MBA from the University of the Philippines, Diliman and was a recipient of the De Sena Memorial Scholarship for MBA graduate studies (SY 1974-75), graduating in 1978. He was first employed as a plant engineer, production supervisor, and personnel administrator from 1970 to 1975. He joined DCCD in January of 1976 and has been involved in various electrical engineering projects, particularly in the planning and design of electrical systems for commercial and industrial buildings. He was also extensively involved in the project management of telecommunications infrastructure projects. He has held previous posts as Associate Engineer, Project Manager, and Assistant Vice President of the Electrical Engineering Division, as well as Executive Vice President of DCCD. Currently, he is a member of the Board of Directors and is Chairman of the Audit Committee.
HERMENEGILDO P. MANZANO JR. graduated with a BS in Civil Engineering in 1962 from the University of the Philippines, Diliman, with an MBA in 1975 also in the same University. Placing second, he was a board top-notcher in the CE board exam of July 1963. In November of 1977, he was awarded the Certificate of Recognition by the Professional Regulation Commission’s Board of Civil Engineering as Structural Engineer. He was also President of the Association of Structural Engineers of the Philippines, Inc. in 1994, as well as a Fellow of both the ASEP and the Philippine Institute of Civil Engineers, Inc. (PICE). Since the early 1970s, he has been involved in the company’s Technical Division as an Associate Structural Engineer and Projects Manager, as well as the Management Division as the Treasurer and Corporate Secretary. Lastly, he was also a member of the 3-man Board of Trustees of DCCD Retirement Plan from 1991 until his retirement in 2003. Currently, he does project management consultancy work for a private institution.
MARK OLIVER F. JUGUILON graduated from the University of Santo Tomas in 1987 with a degree in BS Architecture. He also achieved 2nd place in the 1992 Architecture Licensure Exams. He has his own private professional practice and works as a project Architect and Designer. He also has extensive experience in Design development, and Landscape Architecture abroad, as well as in the Philippines. A Corporate Member of the United Architects of the Philippines (UAP), he is currently a member of the Board of Directors of DCCD. He holds a master’s degree in Business Administration from the College of Colegio de San Juan de Letran, Manila.
BIENVENIDO V. GALANG has over 40 years of civil engineering experience since graduating from the Mapúa Institute of Technology in 1972. He joined DCCD in August of 1974 and has been involved with the planning, supervision, and materials analysis of several major civil engineering projects in the country. He is currently the Vice President and Chief Engineer of the Civil Works Division and is also a member of the Board of Directors
REYNALDO M. BENITO has over 30 years of professional experience in civil engineering. He earned his bachelor’s degree from the Mapúa Institute of Technology and is a member of prestigious organizations such as the Philippine Institute of Civil Engineers (PICE), the American Concrete Institute (ACI), and the Road Engineering Association of the Philippines (REAP). Other than being a structural/bridge engineer, he also performs highway/road engineering designs and is responsible for the projects or technical concerns of the firm’s Civil Works Division
HECTOR C. OCHOA earned a BS in Civil Engineering from the Mapúa Institute of Technology in 1983. In his first 7 years as a civil engineer, he gained extensive experience in different provincial infrastructure projects before joining DCCD in 1991. He is currently one of the three Assistant Vice Presidents and Assistant Chief Engineers of the Civil Works Division and is responsible for the business development of the firm’s Civil Works Division.
FAUSTINO A. STA. MARIA earned a BS in Civil Engineering from FEATI University in 1972 and a BS in Environmental and Sanitary Engineering from the Mapúa Institute of Technology in 1979. Drawing from over 40 years of experience as a civil and sanitary engineer, he continues to work on major infrastructure projects that call for hydrological studies, drainage works, and erosion control. He is currently an Assistant Vice President and Assistant Chief Engineer of the Civil Works Division.
CLARIZA C. SALCEDO has more than thirty years of work experience in the field of civil/structural/bridge engineering. She graduated with a BS in Civil Engineering from the Batangas State University in 1983. She has been involved in the design of various projects by the Department of Public Works and Highways, Department of Transportation and Communication, and Department of Interior and Local Government. She has also worked with private corporations such as MNTC, Amaia Land, and Alveo Land, with projects involving vertical and horizontal infrastructures such as buildings, roads, and bridges.
FRANCIS G. DOMINGO has more than ten years of experience as a structural and bridge engineer for the detailed design of major road and bridge projects. He earned both his bachelor’s and master’s degrees from the University of the Philippines, Diliman. The following are among his notable project involvements: the construction supervision of the Tran Thi Ly Bridge in Da Nang, Vietnam, the ongoing Cebu-Cordova Link Expressway Project, the detailed engineering design of major infrastructure projects such as the 4.7 km Skyway Stage 3 Section 4, the 2.6 km Elevated Segment 10 Exit Ramp Project, and the Cavite-Laguna Expressway (CALAX) Project.
EDWIN M. VILLANUEVA has more than two decades of experience in the field of civil engineering. He was involved in the construction supervision and management of projects involving roads, highways, hydropower facilities, ports, piers, and airports. He graduated from the Mapúa Institute of Technology in 1993 with a BS in Civil Engineering and is an accredited Materials Engineer – I by the Department of Public Works and Highways. Having joined DCCD in 2004, he is currently involved in various projects under the Civil Works Division, one of which is a major one—the Cebu-Cordova Link Expressway Project.
RENE P. MENDOZA is one of the key persons who joined the company in 1998 and has been with the company ever since. A year before joining the company, he earned his BS in Civil Engineering from the University of the Philippines, Diliman in 1997. He is one of the key technical persons handling projects involving ports, airports, hydro power plants, and roads/bridges under the Civil Works Division
ROLAND L. ABALOS earned his BS in Civil Engineering from the University of the East in 1977, and a BS in Sanitary Engineering from National University in 1979. He also earned an MS in Civil Engineering majoring in Water Resources (non-thesis) from Pamantasan ng Lungsod ng Maynila in 1982. He brings to the firm over 35 years of experience as a civil and sanitary engineer. He has managed the feasibility study, planning, design, and implementation of major real estate and land development projects, locally and abroad; his line of expertise includes: water, wastewater and sanitation, drainage, irrigation, and flood control. Currently, he is the Vice President and Chief Engineer of the Environmental Engineering Division.
ELMER E. ESCOTO graduated cum laude in 1976 with a BS in Civil Engineering from Bicol University; he attained third place when he took the Civil Engineering board exam given that same year. From 1978 to 1983, while working as a design engineer in a private company, he earned units in the Civil Engineering master’s degree course of the University of the Philippines. For over 30 years now, he has been one of the key persons in the firm’s water supply, sewerage, and land development projects.
RAYMOND M. LAXAMANA is a Civil Engineer and has been with the company for more than three decades. During this period, he gained extensive experience, knowledge, and expertise in the fields of water supply, sewer, and storm drainage systems and land development, covering feasibility studies, detailed engineering design, construction supervision, and management. He is one of the key persons of the firm’s Environmental Engineering Division. He received his BS in Civil Engineering from the Manuel L. Quezon University in 1983, and earned units in Sanitary Engineering from National University in 1985.
RAIZEL GERALDINE RUIZ-HAO graduated from Stanford University, California in 2006 with a Master of Science degree in Civil and Environmental Engineering under the Environmental Fluid Mechanics and Hydrology (EFMH) Program. Before that, in 2004, she was a Magna cum Laude graduate of the University of the Philippines, Diliman with a BS in Civil Engineering. She has over ten years of experience as a project manager, planner, designer, hydrologist, as well as a civil engineer with a specialization in hydraulics and water resources engineering.
TREMAYNE JEFFREY S. HAO graduated with a BS in Civil Engineering from the Mapúa Institute of Technology in 2001. He has more than ten years of experience as a project manager and civil engineer specializing in site grading, storm drainage, water supply, and sewerage systems. He has also handled big projects commissioned by various top companies. He was promoted to the firm’s roster of Associates in 2011.
CLAYTON H. BERGADO I was promoted in 2015 as one of the Associates under the Environmental Engineering Division. In 2008, he graduated with a degree in Civil Engineering from the University of the Philippines, Diliman, and became a registered Civil Engineer the following year. He entered the company right after graduation and now handles land development projects involving water supply systems, storm drainage systems, and sewer systems as both a civil/ piping design and hydraulic engineer.
BENJIE P. BAGUINON graduated in 2006 with a degree in civil engineering from the Technological Institute of the Philippines. He entered the company in 2007 and was involved in water supply, storm drainage, and sanitary sewer systems of various land development projects. He became a registered Master Plumber in 2010, and was promoted in 2015 as an Associate under the Environmental Engineering Division and was actively involved in various land and site development projects of the division.
ROGELIO C. CARDEÑO has more than three decades of experience as a professional electrical engineer and has been working with the company as one of its key persons since 1981. He is currently one of the Associates in charge of the electrical engineering under the SEMP Division for industrial and high-rise commercial building projects. He is also involved in site development projects for both overhead and underground electrical systems. He graduated with a BS in Electrical Engineering from FEATI University in 1979.
EMILIO DANIEL G. TIBLE III earned his BS in Civil Engineering from the University of the Philippines, Diliman in 1975; he completed the Business Management Program at the Asian Institute of Management in 1984. Since joining DCCD in 1975, he has handled a vast number of engineering design projects for various sectors and industries. Currently, he is the Vice President and Chief Engineer of the Structural, Electrical, Mechanical, and Plumbing (SEMP) Division of DCCD.
RAUL A. DELLOMA earned a BS in Electrical Engineering from the Mapúa Institute of Technology in 1978. He joined the firm in 1979 and worked on a great number of electrical engineering design projects involving rural electrification distribution and transmission lines, mini-hydro power plants, commercial and industrial, as well as residential and institutional. He is presently the Assistant Vice President and Chief Electrical Engineer of the SEMP Division where he heads and manages the Electrical Engineering Department. He is also a lifetime and senior grade member of the Institute of Integrated Electrical Engineers of the Philippines, Inc.
EDWIN D. RAGANIT earned a BS in Mechanical Engineering from the Mapúa Institute of Technology in 1990. He joined DCCD in 1994, and specializes in mechanical and fire protection engineering systems design, conceptualization, and analysis. He is currently the Assistant Vice President and Chief Mechanical Engineer for the SEMP Division and is responsible for managing the Mechanical Engineering Department. He is a registered Professional Mechanical Engineer (PME) and a member of the American Society of Heating, Refrigerating, and Air Conditioning Engineers (ASHRAE).
ROBERT P. BARICAUA earned his BS in Civil Engineering from Far Eastern University in 1988, and a BS in Sanitary Engineering from National University in 1993. He is also a candidate for an MS in Sanitary Engineering. In addition, in 2004, he studied BS Business Management at the Philippine School of Business Administration, and in 2010, BS Marketing Management also at PSBA. He is currently in charge of the sanitary and plumbing engineering under the firm’s SEMP Division for industrial and commercial projects/vertical developments.
ANTONIO V. LLACER JR. placed fourth in the Mechanical Engineering Licensure Examination and has worked with the company since he graduated from the University of the Philippines, Diliman in 1980, handling mini-hydro power plant, irrigation, commercial, and industrial projects. He is currently handling the technical supervision of Mechanical Engineering projects and is responsible for the quality control/quality assurance of project outputs under the SEMP Division.
